BizTalk Sever 2006 "BizTalk Runtime" configuration problem on Win

| Hello,
I am trying to setup BizTalk Server 2006 on my Win XP Professional laptop.
After going through all the steps in the installation guide, when I finished
configuration, the "BizTalk Runtime" configuration was not set up. When I
tried to manually set it up using the "Microsoft BizTalk Server 2006
Configuration", I get the error. In the log file the lines that show errors
are:

or could not be contacted.

When I got this error first time, I checked the "My Comuputer" -> "Computer
Management" -> Local Users and Groups - I didn't see any groups for "BizTalk
Server Hosts" and "BizTalk Isolated Host Users" (which were referenced in the
"BizTalk Runtime" configuration setup. So, I added those two groups and added
the bizTalk trusted user in those groups. Even after that I still get the
same errors.
I also went in the "BizTalk Server Administration Console" -> Platform
Settings -> Host Instances : I saw the "BizTalkServerApplication" host name
with status "Installation failed" - When I tried to Configure that, I get
error saying "Faied to create SQL login and grant SQL privilege
configurations on Tracking database server "MYDB" / database name
"BizTalkDTADb" while creating BizTalk Host "BizTalkServerApplication".
I have already spend endless hours trying to find solution to this by myself
but not able to. Can someone with experience help me try find a solution to
fix this? Exactly what am I missing here?
