I looked at the Error message from the config wizard and found:
ProdVer: 3.00.4902.0
Action: RuleEngineConfig ErrNum: -2147467259
Err0: ruleengineconfig.cpp Err1: 573 Err2: x

I hope this helps resolving this error.
