What issues could I expect in installing BT 2004 on a W2K Pro O/S for my
developers? Is there functionality that would not be available or would
there be features that could not be installed. What impact would this have
if I'm developing on W2K but deploying to Win Server 2003

The supported platforms are (from install docs):

Microsoft Windows Server 2003, Windows® 2000 Server with Service Pack 4
(SP4)

-or-

Windows XP Professional with Service Pack 1

- You can also install on XP Pro sp2, but you need to follow:

841893 The Enterprise Single Sign-On Service and associated BizTalk Server
