Did you install Biztalk and then uninstalled it and then
installed it again? If you did this, then the problem
below will result. After uninstalling, you should run
gacutil /cdl and del /s Microsoft.Biztalk.*.dll and
del /s Microsoft.XLANGs.*.dll for each hard drives.

Then re-install BizTalk.
