| Is the VPC image only using resources in the VPC environment?
If using domain groups and the DC is offline, then config will fail.
There's a check to see if the logged in user and the SSO Service account
are members of the SSO Admin group. Could also be name resolution if using
remote resources(off box SQL/off box SSO master).
Attach the config log and any errors in eventvwr if bringing the DC online
doesn't help.

Hi Michael,
I'm in those groups, still no joy. What exactly is happening when
ConfigFramework.exe
tries to create the key? When I try manually using ssoconfig.exe, it says
it cannot contact
the SSO server. On my dedicated 2k3 machine, I can see Enterprise Single
Sign-On listed
among the Services, but on this VPC install it's not there.
Could it have anything to do with the domain on which it is running? The
VPC is
part of a virtual domain, and I don't have the domain controller running.
Could this be due to some sort of name resolution failure?

Hi,
I'm seeing this same error on a 2k3 install on Virtual PC. I applied
the registry fix with no luck.
Does anyone have BTS2004 working on a virtual PC image? Is there a
workaround?
