BTS2004 Configuration Error "Access to path .... denied"

| I am trying to install BTS 2004 in a Windows XP Pro machine. This is
a clean machine will all required software installed for the first
time. The account I am logged into is an Admin account.
During the configuration, I am getting the following error.
Failed to deploy BizTalk assembly "C:\Program Files\Microsoft BizTalk
Server 2004\Microsoft.BizTalk.DefaultPipelines.dll"
Unspecified exception: Access to path
" C:\Windows\system32\config\system~1\loca
ls~1\temp\z6bjjf2h.0.cs" is
denied
(Retry)(Cancel)
When I press "Retry", the insallation proceeds with some heavy disk
access for a few minutes then stops again with the same message,
except that file name has changed to eoq-tzcn.0.cs. Pressing "Retry"
causes this process to repeat, each time with a different "0.cs" file
until the installation eventually fails.

| This is caused due to insufficient rights to the %SystemRoot%\Temp
directory.
More specifically, give 'NETWORK SERVICE' full control of the directory.

| Michael,
I am sorry to ask such a dumb question, but how to do I give 'NETWORK SERVICE' full control of the c:\windows]\temp directroy?. When I right click on the folder and bring up Properties, I don't see a Security tab like I do for other folders.

| Sorry for the extremely late reply.
Right-Click the TEMP folder and select 'Properties'.
Click on the 'Security' tab.
In the "Group or user names": dialog click ADD.
In the dialog box that pops up type "NETWORK SERVICE". Yes with a SPACE.
Click OK.
