Not sure if you escalated yet(which might necessary if the COM+ theory
doesn't work) but it's looking more like an RPC issue itself based on your
feedback. The easiest/quickest thing might be just rebuilding the machine.

Under the security tab, I have these settings:
"Enforce access checks for this application"
"Perform access checks at the process and component level."
"Enable Authentication"

Under the "Activation" tab, I have these:
"Libarary application"

"Identity" tab values grayed out.

Do you have "Default Protocol" configuration information(dcomcnfg -> right
click "my computer" -> properties)? I have no port ranges defined and both
grayed out assignment/allocation fields have "Internet range" picked.

When I ping biztalkdev, the reply is what the ip in the hosts file says
(127.0.0.1 when I set loopback, 131.181.104.108 when I set actual ip)
Pinging ip does not return the hostname in the heading of the reply,
just the ip address. Currently, I`m using

Installation: 2003 Standard Edition, MSDNAA iso image (don`t know if
that should differ from a regular MSDN image), MSDN edition of BizTalk

DTC is enabled (Network DTC Access - Network Administration, Network
Transactions, Network Clients)

Could COM+ application security settings have anything to do with the
problem? I`ve been looking at the security tab for the ENTSSO
application under COM+ Applications -> ENTSSO, but I am not shure what
the settings should be..

hosts file maps machine name to actual ip (tried with multiple
combinations), DHCP configuration (I`ve also tried setting static ip,
without any luck)

I don`t have any WINS server available. The hosts file should be able to
handle the mapping itself(??). I can try installing a WINS server on the
local machine to se if it can resolve correctly then, I`ll try that when
I get back to the machine tomorrow.

I`ve also tested by setting the machine to "Enable netbios over tcp/ip"
instead of "Use settings from DHCP server".

Both administrator and the biztalk service user is member of all BizTalk
created groups.

I tried reinstalling msdtc as explained in the link you provided, no
change of situation. Repairing the 2003 installation would seem kind of
strange, as I started off with a fresh install.. But it might work as a
last resort..
