Amendment:
The error was indeed permissions.
I didn't add the BasWebService Account to the Admin Group properly.
This being done, the new error is:
Failed to create the BizTalk registration for the BizTalk Server named,
'Server2'. Could not store transport type data for Receive Location
'Sts.Outbox.Location' to config store. Access is denied.
(I no longer recieve any SQL errors.)
So I'm still with a permission problem, but its now somewhere further down
the line.
This error was posted by Vai2000 in microsoft.public.biztalk.admin
