Configuration Wizard won't start (RulesEngine issue)

| When I try to run the configuration wizard I get the following error:
'Failed to load configuration data for feature: RulesEngine. Please see the
log file for more details'
The snipit of the log file that contains the error is as follows:

Any help in deciphering this "Provider load failure' would be greatly

P.S.: We ran this two boxes (Windows XP Pro SP1 and SP2) and got the same

Have you installed Rule Engine as a stand-alone install first? or is this
a runtime installation or comlete installation?

| This was a complete installation minus the BAS WSS site on an XP SP1 and XP
SP2 box on a corporate image. The installation went fine, but, as I said,
the config wizard wouldn't start.
I asked a MS person locally and they mentioned it might be the way the box
was locked down or configured.

| Hmm ok. Is this a clean install or a 2nd install? It's trying to find the
BizTalk Group settings in WMI and failing doing so.

| Well, I sent this to our developer on this and at the moment, he's not sure
what is causing this as the repro has been very interminent.
I will try to get more information on this as soon as possible.
