Problem solved.
As it turns out, the account I was logged in as to run the configuration
wizard did not have access to brouse group memberships. Permissions to list
contents and read properties were removed on the domain partition - don't ask
me why ;

This would explain the message I was getting in the log no matter what
BizTalk service account I tried to use:

Failed to check if PAYNET\baswebservice is a member of Group: Administrators.
Access is denied.

Cheers, Dale
