It looks like this error is due to the fact that the SSOSQL.dll is not
registered correctly. The message about the CREATE DATABASE is most likely
not relevant.

To fix this, try the following -

Open a Visual Studio .Net command prompt - Start | Visual Studio | Tools
(or .Net command prompt if you don't have VS installed. You need to be able
to run regasm.exe)

cd Program Files\Common Files\Enterprise Single Sign-On

regasm SSOSQL.dll

Hopefuly that will fix the problem.

Make sure that hte actual sql server files do not already exisit forthe SSO
database. If so delete them.

Also I had an issue with XP pro wns SSO when configuring but when I removed
the XP machine from the domain the configuration went as expected.

I believe there are some KB articles on this issue but I don't have the
numbers, I'll try to fins them for you.
