BizTalk Server Setup - BizTalk 2002 and Visual Studio 2003

I have installed visual studio 2003 and biztalk 2002. I downloaded the .net
toolkit and changed the setup.cmd to point to the 1.1 framework. The
setup.cmd ran successfully with no problems. When my XLANG schedule starts
it runs and completes but none of the AIC's get executed (and it does not
fail either) and there is nothing in the event log. However if I uninstall
VS 2003 and install 2002 it runs fine. Has anyone experienced this? I have
been working for days trying to get it to work with the 1.1 framework.
