"Failed to generate the master secret" error when

| Installing BT2004 on Win2000 SP4 + current hotfixes.
On installation, or when re-running configframework.exe, I get the
error "Failed to generate the master secret (error code 0x8007002)."
The SSO service is installed, and will start, but logs an error in the
app event log. "The system cannot find the file specified." Using
filemon, I see the installer trying to read the file C:\Documents and
Settings\Default User\Application Data\Microsoft\CLR Security
Config\v1.1.4322\security.config.cch.4036.157570765. This file has
mysteriously lost all security permissions - the security tab is
missing.
I can run chkdsk, reboot the server, and the permissions are back.
Rerunning the configframework.exe will remove the security tab,
again. This is repeatable (three times and counting...).
The MSKB articles 841893 and 840705 do not seem to apply. Any ideas?
This worked on one other identical server that's since been put into
use. I'm using the same process and same server image, software,
etc.

| Seems like corrupted CLR install or bad disk or both. Do you see anything
similar with other .NET apps on the box?
