Start-pending means that the Services Manager has attempted to start
the service, but it still has not completely started due to a variety
of possible reasons. Check for viruses, worms, etc. Also try using
REGMON or FILEMON to check for any errors when the SSO service is
trying to access resources. The Event Viewer might also help provide
information. Be sure to check all the Event Viewer logs.
