Host in inconsistent state

| Hi,
Can anyone please explain what this means and how to deal with it?
TIA

Service request: Start
BizTalk host name: BizTalkServerApplication
Windows service name: BTSSvc{3A62EEDF-8D41-4628-9282-43A0AE39C3B2}
Additional error information:
Error code: c0c01538
Error source: BizTalk Server 2004
Error description: The host instance that this BizTalk service is part of is
in an inconsistent state. Therefore, the service will shutdown.

| This is a boundary case where host instance NT service was properly created
or deleted. In that case when NT service starts in checks the management
database and when it doesn’t see that it is properly configured it will
fail.
Usually this happen when you try to delete host instance and your server is
offline. In that case, MMC will give you an error saying that host instance
cannot be deleted and MMC UI will offer to delete the host instance
forcefully. Choosing that option will result in deleting the record in the
management db and leaving the NT service behind (this feature is provided
for disaster recovery).
To overcome this problem you need to re-create host instance again.

| This might be related to SSO as well. Can you check if the SSO service
starting? You might want to take a look at the event logs to verify that.
Also did you restore the BizTalk ConifgDb recently?
