BizTalk Server Setup - Received Error 1935 during installation

During a recent installation of BizTalk Server 2004 I received the following
error and I have been unable to track down the cause.

Error 1935. An error occured during the installation of assembly component
E413828A-0831-42B8-B9D0-BE849C09435A. HRESULT: 0x80070005.

Does anyone know what causes this and how to fix it?

Based off an error I got for something else I tried adding permissions for
NETWORK SERVICE to the %Temp% directory on my machine. Ran BizTalk 2004
install again and voila! It worked. Go figure.
