I struggled with the same problem... I finally got it solved when I changed
all the account from system to Administrator, but FIRST you must apply the
RPC fix for XP SP2... and then reboot.
hkeylocalmachine\SOFTWARE\Policies\Micro
soft\Windows NT
The create a key called RPC and give it the name
EnableAuthEpResolution and a DWORD value of 1. Then REBOOT. Then remove
all the BT databases that may have been heretofore created and run config
again, this time using Administrator (like a prior reply said, System
won't work).

That worked for me.
