Tracking Profile Editor (TPE) not installed

| I have just been added to a project that uses BizTalk. I have
installed BizTalk 2004 and in the config selected to set up BAM. I
see all the databases but I do not see the tracking Profile Editor in
the program files. In the previous deployment I see the program in the
BizTalk 2004 Program files. How do I get theis installed?

| It's part of dev tools install.(which required VS on the box)...although I
believe it may work without dev tools.
