What's the code for writing a php to receive a BizTalk
http post and create a XML file of it?

I am not sure what you mean.

If you want to receive a BizTalk HTTP Post, then you just write your
PHP code to receive via HTTP as you would write it if it were any HTTP
Post-request. BizTalk follows the HTTP standard for sending
Post-requests.
