I am able to deploy all the projects in a solution EXCEPT
for the orchestration project. I receive the above
error. I tried restarting SQL Server to no avail. It was
available to all the other projects before and after I
attempted to deploy the orchestration. It builds fine.
But it won't deploy.

Joe,

Please make sure that the SQL server name you specify in your
orchestration's project properties under the "Deployment" section is
correct. This is a usual problem when switching from development to
production.

Also, you can try using the deployment wizard.
