I still have had no success with this. I also tried reinstalling the
Microsoft.BizTalk.KwTpm.StsBizTalkAdapter.StsAdapter component to no
avail

Good news.. I called MS BizTalk Support on this issue and it was resolved by
applying the hotfix referenced in this KB Article:
http://support.microsoft.com/default.aspx?kbid=908359
FIX: The Business Activity Services Messaging Adapter does not work as
expected in BizTalk Server 2004 after you install Windows SharePoint Services
Service Pack 2

Here are the details from my support call..

PROBLEM DESCRIPTION
=====================
The BAS Messaging Adapter cannot receive messages from the BAS site or
submit the messages to Microsoft BizTalk Server 2004
After you install Microsoft Windows SharePoint Services Service Pack 2
(SP2), the Business Activity Services (BAS) Messaging Adapter does not work
as expected. The BAS Messaging Adapter cannot receive messages from the BAS
site or submit the messages to Microsoft BizTalk Server 2004.
However, the BAS Messaging Adapter still sends messages to SharePoint as
expected
ERROR MESSAGE
=====================
The StsAdapterEventHandler has caught an unexpected exception. The exception
details are logged below.
Exception type: "Microsoft.SharePoint.SPException".
Exception source: "Microsoft.SharePoint".
Exception message: "Cannot complete this action.
Please try again.".
Stack trace: " at Microsoft.SharePoint.Library.a.a(String A_0, String& A_1,
UInt32& A_2, UInt32& A_3, String& A_4, String& A_5, String& A_6)

Exception source: "".
Exception message: "Cannot complete this action.
