I have created partner profiles and agreements in my BAS site on DEV.

What is the recommended way to move that to my BAS site on PRO?

This feature wasn't supported in BizTalk Server 2004.

However, one suggestion would be to save the BAS artifacts as XMLs and
change their PIs to change the server names to the appropriate one and move
it to the target environment.
For moving BizTalk artifacts you can use BTSInstaller (for more info go to
http://msdn.microsoft.com/library/d...-us/deploying/h
tm/ebiz_asdepl_howto_nbbr.asp and read under using BTSInstaller Utility

I like the idea... On my DEV env I saved the Partner Profile to XML (from
InfoPath) and changed the PI. Then I moved the file to PRO, but then when I
open this file into InfoPath I cannot submit it (get an error). The question
is how do I load that XML file into the target system?

in your Xml, you will also have to change the tag "<?ms-tpmIsNew
value=False?>" to "<?ms-tpmIsNew value=True?>".
