Because you are installing BizTalk 2004 in Domain Controller in you VPC, you will need to create all BizTalk Accounts in the Domain.
When you come to the Setting Windows Account screen you will need to ensure all the Groups are set to domain accounts.
The BizTalk Administrator Group takes a Local Account on the computer on which the installation is performed.
This will need to be reset as well.
