Does anyone know if BizTalk 2004 supports ANSI X12 Version
4030?

BizTalk does not ship X12 4030 schemas.
You need to create those schemas yourself (you also need to install a QFE that enables you to compile EDI schemas that were not provided by Microsoft)
or you may need to buy Covast Accelerator.
