what version of the operating system are you using, (what service pack)?

this sounds reminiscent of a bug fixed in windows about a year and a half
ago.

First, try Nick's idea. If there is a bug in the OS, then correct it!
:-)

Second, if that does not help you, then consider having your receive
function look for files that beging with "OK" and transfer files that
do not begin with "OK". Then after the transfer, let the program that
transfered the file rename it to begin with "OK".

We have the same setup with no problems.
I assume you are using Microsoft IIS FTP server and that the filesystem is
on Windows 2000 SP3 with Biztalk 2002 SP1... right?

If you don't need your files to be processed immediatly (in other words, if
the customers don't mind an occasional wait period, then you could write a
little .NET app that would pick up the file and copy it to a temporary
directory, then delete it from the source area. If that works, then the
application writing it is done with it, and you can safely move it to the
Biztalk area. This is not a terribly complicated application, and you can
schedule it to run fairly frequently.

Actually, I believe the use of FTP is your problem. I think that when
FTP i sused, then the file is created, and data is put into it as long
as data is being transferrec. That is why BizTalk sees the file before
it is completely copied.

My only idea is to have the client that is uploading via FTP rename
the file after end transfer.

Other than that, try the dolution Nixk has proposed, ie. write an
application that will move the file until it succeeds in moving it.
