Catch FTP deliver failed

If network broken, FTP adapter will re-try transmit the file 3 times
default.
And after can not deliver, the message will send to
& #91;BizTalkServerApplicationQ_Suspended]
.

How can I catch it via DeliveryFailureException with decision shape?
And bring with some promote element value, Thanks.
