Orchestration Designer Screen Redraw Problem

I am using BT2002 Orchestration Designer. While on the
data page, when I try to create/edit a constant the entire
diagram starts redrawing itself. This refresh keeps
happening until I am able to close the window for the
constants.

I have a production and development box I am working with,
and it only happens on the development server. I am
connecting to the boxes via terminal services.

Any ideas on what may be causing this.
