What is the best method for using PGP to decrypt a file and begin its path
in the BTS 04 Orchestration? Should I have a seprate Windows Service outside
of the Orchestration that deals with this or can I some how do this within a
pipeline component. Any advise is appreciated I haven't seen any examples
on this although it must be a very common practice.

The decode stage of a receive pipeline would be the place to do this.
