Author Requested registry access is not allowed

I granted both ASPNET and BizTalk User Full control in the
registry as follows:

1) Open regedt32 (not just regedit).
2) Go to HKEY LOCAL
MACHINE\System\CurrentControlSet\Service
s\EventLog
3) Right click on "Security" and select "Permissions..."
in the menu
4) Add the ASPNET account for the local machine and place
a check next to "Full Control"
Restart IIS

But yet I still get the same error report:

ns0:JobReport xmlns:ns0="http://RFPX.BWS.InternalTypes"
Status5/Status
TextRequested registry access is not allowed.Text
ns0:JobReport

This is happening when we are uploading a text file and
then handing it off to an orchestration.

Please advise,
Bryan
