Conversion of HIPAA EDI Files to XML

I am trying to convert the HIPAA EDI file to XML using Biztalk server 2004. I
am using the File Adapter, Receive Pipeline with HIPAA DisAssembler and a
send pipeline that uses XML Assembler.
Do I need to create Parties in the Biztalk explorer corresponding to the
Sender Id and Receiver ID in the EDI file.
