I am receiving the following error in production when trying to run btsdeploy
(also tried using BizTalk deployment wizard) to undeploy an orchestration.

Error: [Microsoft.BizTalk.Delopment.DeploymentException] Cannot open
database BizTalkMgmtDb on server<server name>

We ensured that MSDTC is working on both the application and database
servers. The only difference between the MSDTC server settings is that that
database server does not have "network client" access enabled. We tried to
see if we could break the updeploy in the development lab and it appears to
work with both network client access enabled or disabled. Any suggestions
would be greatly appreciated.
