Date conversion to custom specified format

Hi
I am trying to change date format from:
CCYY-MM-DDTHH:MM:SS.ssssss+/-hhmm
to:
DD-MMM-YYYY HH:MM:SS.MM in BTS 2004.Will i have to write
any program .net or vb.net to convert this format .If so
i should i call this program in Biztalk server
