Biztalk Web Services publishing error

I'm trying to publish a ws via biztalk wizard.
While selecting the schema dll (that contains the soap headers) I'm
getting the following error: "Unable to load assembly ......... The
type System.Xml.Schema.XmlSchema in assembly System.XML is not marked
as serializable.

While publishing the same project at other machines it works.

How can I hadle it?

Check the .NET framework version in both the machines.
