Does .net framework differ for Windows 2000 and Windows XP?

I have developed a project in vb .net (windows 2000) and I installed my setup
in windows 2000, it worked well but when I installed it in a XP machine
certain issues as follows
The entire form flickered and I have to close the entire application
Focus in controls did not work out
Data’s failed to bind in the control
Flow of up arrow keys freezes the machine and once again I have close entire
application
