Problem with "5 Client Add Pack" in SBS2000

When I try to add clients by running SETUP.EXE from
diskette "5 Client Add Pack" in SBS2000, I get error "The
application failed to initialize properly (0xc0000006).
Click on OK to terminate the appliaction".

It seems appliaction SETUP.EXE is looking something after
starting and it isn't able to find it, but what is it?

SBS2000 is running on Intel motherboard S875WP1-E.
