Failures on adding members to clusters

Everytime I attempt to add a member to an existing cluster it fails
with the "catch all" error message of Cluster operation returned a
failure. 0x80041010. Invalid class (0x80041010). Also, if I attempt
to look at the properties on the existing cluster, an error message
appears "A request to read or write properties was unsuccessful.
Click cancel to close the properties dialog box."

Environment: Windows 2003, IIS 6.0, Application Center 2000 SP2
