We have a Windows Installer Setup Package. On some computers, the setup
package took 10~20 minutes to display the Welcome Form. On other computers,
it took less than 5 seconds.

It seems that it was caused by soap_core.msm merge module. As soon as we
took out this merge module, it took 1 or 2 seconds to show the Welcome Form.

Anyone knows what caused that, and how to fix it?
