2nd node problem when booting controlling node

I have a 2-node App Center SP2 configuration on Windows Server 2003. When I
take the controlling node off-line and drain for the recommended 20 minutes,
during a reboot of the controlling node. The 2nd node in the cluster cannot
access the the cluster name. Once the controlling node has rebooted all is
fine. Help...
