Custom Toolbar and Dictionary settings are not retained

Word 2000:
Custom toolbar and dictionary settings are retained after closing word.
There are two MS articles related to a similar issue, however, neither seem
to resolve the issue.
I've tried unistalling and reinstalling to a different directory, replacing
Normal.dot file and solutions found on MS article: 291484.
