Licencing: per server or per user

Can someone help me figure this out? Our company has 18 workstations and 20
users. 2 of our employees work remotely. We also have 3 network printers.
We are currently using per server licensing. We have 20 licenses, but we
keep maxing out even though there are only 18 workstations and 2 remote
users. Would it be better if I switched to per user?
