error: not a valid win 32 application

| microsoft says my system need the KB906569-v2-x86 Hotfix. When trying to
install I get the error:not a valid win32 application. I have Win XP SP2 and
also have Window Live OneCare and Defender(if that makes a difference). What
can I do to install this fix? and if not why?
