When trying to deploy from a staging server to a production cluster (in a
different domain) deployment of the website copies the IUSR_ account from the
Stager, which is not recognized on the production cluster. This is expected
behavior. But my question is, is there a way to deploy websites between
domains without the anonymous access account IIS attribute
(anonymousUserName)? I was wondering if there was some way to block
inheritance perhaps? (It is not desirable to establish a trust relationship
between the domains, so I'd rather not look at that option.)

To perform the migration task, you can consider using the migration tool.
It will not replicate the IUSR and IWAM accounts:
