Application center could not connect Target Server

we have three node NLB cluster
On one of the node we upgraded the OS from win2k3 to win2k3 SP2
and upgraded the APP Center with its SP2 as well

we are experiencing issues with App center
couldnt load deployment list : Access Denied
Application center could not connect Target Server : access Denied

any help will appreciated
