The wwwroot permissions on the Application Center controller server include
IIS_WPG. On the cluster member servers the IIS_WPG is missing. This is also
the case for the USER_SERVER permission. Both missing permissions on the
cluster member servers appear to be replaced what looks like a user symbol
with a question mark and a series of numbers. Any idea on how I can resolve
this App Center NTFS replication issue?

Both IUSR and the IIS_WPG group are local, local groups and accounts will
replicate as an unresolved SID which is what you are seeing.

In the case of IUSR, application center provides a duplicated
IUSR_ControllerName account on all servers which is what should be used for
anonymous access. As far as the IIS_WPG rather than adding a domain account
to the local group, grant permissions to the domain account directly.
