Error creating new test

| I'm using the Application Center Test for the first time. I'm trying to create a new test using the wizard and I keep getting the following error:
1>ScriptError,Library not registered.(1,1)
What does this mean?

| Does the ACTUser exist? What are the permissions on the following registry
key:
HKCR\TypeLib\{A27EFB9C-C069-49DF-B19E-987F622383B6}
