Installing a Windows platform in Simplified Chinese

Is there some installation for some version of Windows in Simplified Chinese which installs using English AND the interface is then in English??
I have to debug some string manipulation and, while the strings do not contain any Chinese characters, the function does not work on any Chinese platform that the end-user has tried.
