outlook express spell check

Everytime I try to send mail I get a message telling me the spell check
didn't work would i like to send it anyway. I just send it , BUT WOULD LOVE
MY SPELL CHECK TO WORK!
I have it checked in the options, it just seems that that part of the
application is missing.
PLEASE HELP
