I got the following error on the Application Cluster machine

Access denied attempting to launch a DCOM Server. The server is:
~~~~~~
The user is ANONYMOUS LOGON/NT AUTHORITY

I set the Application Identity on both the Routing Cluster
and the Application Cluster to be a Domain User (member of Administrators group on both machines). Why is it using Anonymous Logon rather then the Domain User?
