Hi, I'm having a problem with my Linux machine. I'm off at college but
I left one of my Linux servers at home. My house shares an ADSL
connection, which means we get a lot more incoming throughput than
outgoing throughput. By the nature of a webserver though, it does a lot
of uploading. Thus, I've run into a problem where my dad is saying the
Internet is often acting sluggishly because my server is taking up all
the bandwidth, and if I don't do something about it, he's going to
unplug it.
The main source of outgoing traffic is apache. I occasionally use scp
or ftp to transfer files, but no one else has access to those, so I'd
like to leave them unthrottle. Basically, I only want to throttle on
port 8007 (the port I'm forced to use for http because the DSL provider
filters out port 80).
Any ideas on how to go about doing this? My connection at home gets
around 80KB/s down, 15KB/s up. I'd like to throttle the upload to
9KB/s. Thanks in advance for the help.

You have to compile and install the module for apache on your server.

You may also consider using wondershaper. Add 8007 to the "LOWPRIORITY
SOURCE PORTS" and adjust up- and downstream accordingly to your connection
in /etc/wshaperx.conf.
