Suexec Apache 2.0 user/group directives

My Apace 2 server on Fedora Core3 will not allow User or Group
directives in the Virtual Host container. This is apparently part of
the suexec build option which does appear to be built in by the fedora
install. Is there something else needed to activate it? Thanks for the
help.
